The town is a bed of criminal activity and shadowy organisations, black market deals and illicit substances - but all answer to the set of rules in Cape Newborn, lest they be punished by the great creature that lurks beneath the waters at the edge of the cliffs.
These fit perfectly in a campaign setting as a nice point for your players to hang out and have a few adventures; you can even file off the serial numbers and add this to a town in your book/map that doesn't have enough 'juice' to it to give it a little life.
